Well, it could be just coincidence that 26 of the students were
infected outside of the school.  But the main point that is disturbing
about this is attitude of school officials presented in the article.

For example, it states: Some schools contend that if classes are
canceled, students go out in public, further spreading the disease.

Right there they attempt to rationalize the idea that even if students
were sick, it's not only acceptable, but actually preferable to have
them attend school.
