Exact instrucions would depend on the software that's running (Toshiba 
licenses 3rd-party stuff, and they change what they use over time and 
across different models).

Do these three icons look like a radar, a doctor and a house?

If so, that's probably called ConfigFree. You should also see a small icon 
that looks like a wrench (or spanner, if you're from the Commonwealth). 
Click on it. At the bottom of the first tabbed window is a checkbox 
labeled something like "Run this program at startup." Uncheck it. Click 
OK. Reboot.

If it's some other program, I can only suggest you open the icons and look 
for things like Preferences, Settings, Options, etc. in the menu. 
Somewhere you should find a checkbox so you can stop the program from 
running at boot time.
