that's true. you know why?  (without getting TOO technical)  PS3's
GPU, when rendering at 720p resolution, is not MUCH more powerful than
Xbox1's NV2A GPU.

because, 720p HD resolution requires 3x the overall performance over
480p just to reach the higher resolution with the *same* graphic
detail/complexity.

RSX is probably 4-5x more powerful than NV2A. that means at 720p the
RSX cannot do a whole hell of alot more than Xbox1's NV2A.

And what happens when RSX is made to do 1080p ? basicly you have Xbox1
graphics.  since 1080p resolution requires 6x the performance of 480p
just to get the same graphics. in fact, there are probably some cases
where Xbox1/PS2 at 480p will outperform PS3 at 1080p.

not that the Xbox 360 vastly superior, but it is somewhat better, in
that at least with anti-aliasing, alpha blending and some other
framebuffer / post-processing graphic effects, it doesn't lose
fillrate and bandwidth like RSX does - because Xbox 360 GPU has almost
free AA and absolutely staggering framebuffer bandwidth; 256 GB/sec vs
RSX's  22.4 GB/sec.

with that said, even PS3 is capable of better than what Namco is doing
with Tekken 6..... see Virtua Fighter 5.
