The 'we' refers to the majority of us here. That's the only
implications.

I totally agree. But I figure there are a couple of ways to go about
things. One's the nice way, the other's the not nice way. You can tell
someone they need to brush up their English using one of those two
methods, and we (those of us here) tend to use the latter. Personally I
think it's preposterous to rip someone's English on their personal Web
site, particularly if apparently that site isn't there to show of their
language skills but their pics.
