Except for Louisiana, I don't think it's true anywhere. Louisiana made
speaking French in school illegal for many years (well before our latest
spat with them). The fuss in the rest of the country is about public
schools teaching subject like math and social studies in languages other
than English, but foreign laguage study is still officially encouraged.
Private schools can operate in any language they choose: we have schools
that operate exclusively in Spanish, Vietnamese, Japanese, Mandarin, and
Cantonese in San Jose and its suburbs.
