Only in terms of allowing the reintroduced trait to spread. If 
conditions in Japan changed to the point that (purely hypothetically) 
frizzy, tightly-coiled hair became a survival trait, it wouldn't matter 
much unless there were some spontaneous mutations or some interbreeding 
with a black population to reintroduce the trait. You can't select a 
trait unless it is there in the first place.
