Not always.
I recall hearing about a fellow in a very small town in some
insignificant state like South Dakota or one of those godforsaken
places like that. Population of the town was about 300.
He mailed a check to pay his water bill and addressed it:
Water Department
City
It came back marked "Insufficient address"
So he dropped it back in the mailbox after writing on it "It's next
door to the damned post office"
