I was mistaken.  What I was misremembeing was Fuuyutski saying they were
planning to use Unit-01 as a medium.

But upon the Lance returning Keel comments "At long last, our dreams will be
realized." and Seele 04 says "The original Lance of Longinus has been
returned to us."  Which impled, to me at least, that the Lance was necessary
for their plans.

It's interesting to consider all the variables of:

Gendou's plan for complementation

SEELE's plan for complementation

Complementation as it happened

How third impact with the Angels continuing on.
