Yes. The northern half of the island is, anyway. It's not only
consistently among the hottest parts of Japan in the summer (including
Okinawa), but with the summer "yu-nagi" condition we get massive
humidity on the Seto Sea coast with little to no wind movement
throughout the long weeks of the dog days.
I arrived here during the drought year of 1994. That was something. It
was 40 degrees or above for a bunch of days straight and the reservoir
for our drinking water (Sameura Dam - in Kochi) dried up completely. I
had to rush home from work before 9:00PM if I wanted to get a shower
because that's when they shut the water off for the day.
I get the feeling this summer is going to be a hot one.
