We used to have a Secretary of the Navy who was a Commander in the
Naval Reserves (fighter pilot). He did his weekend drills and two
weeks active duty training every year. It caused a bit of
consternation when he was in uniform, since although junior in rank to
captains and admirals, his civilian position put him above them in the
chain of command.
