Actually, the age of consent in Japan *IS* 13. The legal definition of a
child as portains to sexual abuse, sexual assault, child prostitution, and
child pornography is 18. The age of consent to engage in sexual intercourse
is 13 in most places, and the age of consent for marriage is 16.

It's the schoolgirl hooker/enjokosai stuff that's illegal unless the seller
is 18 up, in which case it's more or less legal...more or less.
