I used the Blocklist Manager to import umpteen zillion blocked IP ranges and then used that to export a list of exclusions to Protowall. The biggest problem I had was with the Blocklist Manager. Worked a bit bizarrely, I thought. At least it seemed to have trouble remembering preferences. I think you have to click "Apply" to your settings or nothing happens. I dunno.
