This isn't in the FAQ? I haven't read it in a while, and I think it
probably should be. It gets asked a fair bit.

The answer is quite simple. We don't know what Gendou said:

The story behind it is as follow: In the original storyboards for
that scene, it was intended for Gendou's line to be muffled so
you couldn't hear it by the sound of an explosion. In the end
they decided not to use an "explosion" noise, but they still
thought that we shouldn't hear the line.

Now apparently when Yamaguchi Yuriko (Ritsuko's seyiuu)
was supposed to say her "Usotsuki" ("liar") line, she couldn't
find the right tone for her response, because of course she didn't
know herself what Gendou's character just said. So what happened
is that Anno wrote down Gendou's sentence during the dubbing
session for this scene and gave it to Yamaguchi, who then did the
line without any further problems. So the only people who actually
know the line are those who were at that dubbing session that day.
It never appears anywhere else.
