Unless you are a leading light among the Little People, the best thing
you can do for yourself and your family is NOTHING. If you involve
yourself, you will become the issue.
If you are married to a Human Being, you may want to see if she will
bring the problem to the attention of the other Human Beings, especially
those Senior Human Beings in positions of authority. I would suggest
that, if she do so, she use her Human (maiden) name and not the lesser
one she acquired by marrying you ... unless, you just want to be seen as
"doing something" instead of trying to correct the problem.
This is one of those times when you can cause yourself endless grief by
getting involved in something the locals do not want you to see or know
about. If you can't find and influence agents of the Host Nationals,
stay out of it. It is too bad about the kid next door, but you have the
safety of your family to worry about and you never know whether the
kid's mother watches all of those lawyer shows and knows the meaning of
"songai baisho." If she hires a lawyer and goes after you for money,
you will lose. Her odds are not so good if she goes up against another
Human Being. Let them handle it.
