Yeah, they have a robot level (check these possible FAQ items which 
we've offered based on what we imagine is a keyword analysis of the 
e-mail we haven't let you send, yet) and then a level of help that (I 
think) uses a human who has a slightly larger FAQ base than the one on 
their site.  You have to reply to that address at least once to get to 
the real tech people (DAMHIK).

Who is that for you?  If you are using FLETS + some provider, I have 
found that FLETS is not the problem.  I went through a lot of 
unnecessary steps yesterday when NTT and GOL decided they couldn't speak 
to each other for about eight hours (0200~1000).  The FLETS people said 
that they don't bother trying to ID Skype users but that some providers 
do so they can try to sell additional services.

Do all of the people you're calling overseas use the same phone company? 
  I have no idea whether that could be a data point, or not.

Do you ever get a Feedback screen when you complete a call?  I do, and I 
am not sure what triggers that, but I usually get one in the early 
morning when I am still half asleep.
