It might need cleaning.  I just used google to search for "cleaning CD drive 
and found this site, among many:

If you need to replace the drive, note the following:

slim CD drives come with no jumper to set master/slave (usually set via 
firmware).

If you buy a slim CD drive, unless you look for something special, it comes 
as Cable-slect, which generally does not work in Toshiba laptops (even if it 
is a toshiba brand drive).  I think your machine doesn't have a removable 
bay, which means it probably needs a drive set as master (on the secondary 
channel).  Those with removable bays need slaves.  Most of the machines I 
have seen that are similar to yours have one of the mounting screws hidden 
under the keyboard.

I know of one retail place that sells pre-flashed drives, but I have never 
bought anything there, so I cannot recommend them.
