Well, it is Windows - I do not know which version. It is English-
language but the keyboard - called Logicool - has the 半角/全角・漢字 keys
and the IME pad, or whatever it is called, appears at the bottom right
of the screen.

The problem seems to have got worse today. I had a problem with the
keyboard when I first bought it - it would not go into Japanese mode
and a lot of the punctuation and stuff came out different from what it
said on the actual keys of the keyboard. I sorted that out by putting
in a Japanese driver for the keyboard, but just now that is not
working either. Right now I cannot use some of the keys and cannot get
into Japanese mode at all!

Sigh!
