Pet foods generally have to pass more stringent inspections and health
standards than people food. Years ago, people on fixed incomes would
often buy cat food and eat that, it being much cheaper than what they
could afford.

Of course, the government came up with a solution; they made certain
that pet foods were no longer palatable for humans, thus restoring the
retirees' pride.
