Shouldn't you contact  a specialist ? Probably、you can do the files
yourself and save the money, but if you have a delay, that may be safer. A
few months ago, one of my coworker had difficulties to get a student visa to
the US. She had the money, sponsors, etc...just like when she went for the
first time before 9/11, but this time, no way, there was always a paper
missing or a delay. So she hired  a lawyer specialized in US visa to do the
paperwork. I don't know the details (costs, where she found that specialist,
etc..), but she was able to get there in time to start her year of studies.
They generously gave her the visa to arrive there the first day of class, or
something like that, but well, she got it.
