It wasn't a war, then; it was supposed to be a US landing, which
established some sort of "government", which could then ask for UN help
(the UN is not allowing itself into an area unless the effective
government asks for help. If there's no effective government...)

Anyway, it ended up a "mission creep" situation under Clinton (who, BTW,
whatever his faults, essentially followed what he felt was Bush's
international policy pretty much down the line.)
