corrected them.  Thank you.
  以下に "What is fj.life.in-japan" の第0.9版をつけます。今回は
Jeffreyさんにいくつか間違いを指摘していただきました。ありがとう
ございました。

  This document is the result of a heated discussion during and
after the creation of this group.  I am thankful to all those
who participated in the discussion.  I decided to post this
document regularly, as it seems that newcomers are rather
frequent in this group.  I'll be glad if this document in some
way assists in more effective use of the fj groups in general
as well as this specific group.
  この文書はこのグループが出来る際と、できた後の議論の成果をまと
めたものです。議論に参加して下さった皆様に感謝します。新しく参加

As the charter states, fj.life.in-japan is a newsgroup for:

  However, during the creation of this group, there was so much
discussion as to what the goal of this group should be, how the
group should be used, and what might cause a problem.  This
document is the result of this discussion, and I am asking you
to read it to make better use of this group (and other fj
groups).
  しかし、このグループ作成にあたってその目的、あり方、使われ方、
起こり得る問題などについて多くの議論がありました。この文書はそれ
らの議論の成果です。これを読んで頂くことでこのグループ(とfjの他
のグループ)をより良く活用して頂ければと思います。

* 使用言語と文字コード
  Languages and Character Codes
  - 使用する言語には制約はない。どんな言語でも歓迎する。
    There is no restriction on the language used; any language is welcome.
  - 技術的制約のため投稿できない言語をできるだけ少なくするために、
    このニュースグループに限ってはISO-2022に従うすべてのシーケン
    スを認めるべきだという意見もあった。
    Some people have argued that in order to avoid restrictions
    caused by technical problems (i.e. character encoding), this
    group should allow all ISO-2022 compliant character sequences.
  - 一方、端末やソフトウェアによっては何らかの不具合が生じる可能
    性もあり、運用が繁雑になると思われるので、このグループだけ特
    別扱いするのは反対だという意見もあった。
    Other people have argued that doing so might result in various
    problems with the terminals or software used, leading to complex
    handling of everyday news-system operation.  So they are against
    such a special status for this group.
  - 以上の問題は使用言語を制約するものではない。とりあえず、
    ASCIIとJIS漢字が使用でき、これらで(不便はあっても)多くの言語
    が 書き表せるはずである。
    The problem above does not restrict the language used in any
    way.  For now, ASCII and JIS-Kanji can effectively be used,
    and many languages can be expressed using these characters,
    although there might exist some inconveniences.
  - この問題に対する合意はまだ達成されていないけれど、実際のとこ
    ろは既に(例えば中国語などを)ISO-2022に従って符号化した記事を
    流すなどの実験はすでにやっている人がいる。またISO-2022を扱え

    Consensus on this topic has not yet been achieved, but in fact
    some people are already experimenting with articles encoded by
    the ISO-2022 standard (e.g. in Chinese).  Various software, such
    as ISO-2022 based multi-lingual text editor and conversion
    filter to map ISO-2022 to resembling JIS-Kanji, are also being
    distributed and widely used.
* 特定の人のグループではない
  Not Reserved for Any Specific Group
  - このグループは「特定のグループの人のためのもの」ではない。
    This group is not for any specific class of people.

    Anybody can join discussion here.

  - このグループは英語記事専用ではない。何語でも歓迎する。
    This group is not "English-only".  Any language is welcome.
  - もっと適切な他のfjのグループがある場合には、そちらを使って
    ほしい。というのは、そのグループでたとえ日本語でなくても、
    あなたの記事を読んで反応しようと待っている日本人の読者が多数い
    る可能性があるわけだから。
    When there are more appropriate fj groups, please use them.
    For there would be many Japanese who are willing to read 
    your article, even non-Japanese one, and willing to respond.

* 日本語記事について
  Japanese Articles
  - もちろん、日本語の記事もOKである。遠慮はいらない。
    Of course Japanese articles are welcome to this group.

* その他の言語の記事について
   Article in Any Other languages
   - その他の言語ももちろんOKである。それらの記事の読者層は
     それらの言語が分かる人ということになるが、それは仕方ない。
     All other languages are welcome. Readers of such articles
     would naturally be limited to those who can understand
     that language, but there is no other way.
   - 英語と日本語について特に述べたのは読者層が多そうだから
     というだけで、特に他意はない。
     English and Japanese were specifically noted above only 
     because number of readers for such languages is large.
     Absolutely no other specific intention.

* 複数言語記事について
  Multi-Lingual Articles
  - 翻訳には色々な問題があるので、記事を書く本人が複数の言語で書
    いておくというのはより多くの範囲の人に読んでもらうという点で
    いいことかも知れない。もちろんあなた次第だけど。
    Translations might cause various problems, so it might be
    a good idea to write in multiple languages yourself because
    more people can read your article.  Of course it's up to you.

* 翻訳について
  Translations
  - 翻訳してもいいよ、という文句を含めておけば、ボランティア翻訳
    者が現れるかも知れない。含めるかどうかはあなた次第だけど。
    If you explicitly include permission to translate your article,
    a volunteer might translate your article to other languages.
    But it's up to you.
  - fjの他のグループでもそうだけど、許可を含めていなくても、最小
    限の引用に相当する部分の翻訳とか要約はされることがある。
    Even if you do not include explicit permission, minimum amount
    of quotation is always possible, and such part might also be
    translated.  Or your article can always be summarized.  The
    same holds for other fj groups.

* クロスポストについて
  Cross-Posting
  - あなたの記事がこのグループに適しているが、加えて他のグループ
    にも適していると思うならクロスポストして欲しい。もちろん、判
    断するのはあなたである。
    If you think your article is suitable for other fj groups
    as well as this group, we'd like to ask you to cross-post
    your article to both groups.  Of course such cross-posting
    is up to your decision.
