"Strangers" means "people you are not kind with". Non-strangers are people
you have feelings for (that can mean sincere kindness or unsincere
unkindness, or hidden kindness or hidden unkindness, or a mix of all that)
or social relations with (that means a conventional kindness).

The problem with strangers is if you're kind to them, they transform into
non-strangers, also non-strangers can become strangers...Like water becomes
ice or vapor. So it's always difficult to measure the amount of strangers.

In my language, there is no difference between stranger, outsider, unknown,
unrelated and foreigner.
What did they say about Japanese not being kind with people they are not
kind with ? Well, that's a fact ! Even in Shikoku.
