Goto your server and access your e-mail using explorer or whatever. Then delete or save all the e-mail from the server that way. Make sure its completly empty and then test your outlook by sending yourself a test e-mail. It worked for me. I was running around in circles thinking I had to re-install outlook but it was just a crappy e-mail I got. Let me know if that works.
