You have to be 14 to pilot an eva, all the children that are eligible are
born 9 months after the second impact.  This means all of the mothers were
pregnant at the time of the impact, and also, on this note, the children are
all without their mothers in 2015 as they have died.  It is said that
Shinjis classmates are all candidates, as they all seem to be 14 and
motherless.
