It's the political need to be seen to be doing something. Deep down the
pollies and their experts know it's a waste of time, but the great
unwashed like to feel that something is being done. And they're the
ones with the vote.

It's the things that are being done without fanfares and special laws 
being passed that you and I (and the terrorists) should be concerned
about.
