I'd hardly call contingency planning warmongering. Saber rattling doesn't
apply either; because both warmongering and saber rattling refer to a public
display of force. This article refers to a classified document which is not
a public document. It was not created to encourage war, or incite one, nor
was it made to frighten our enemies. I'm sure that the document was
declassified because only an complete idiot would believe we did not have
such a plan in place against EVERY nuclear powered nation regardless of our
current relations.
Plus a country that likes to lob test nukes over another country shouldn't
complain.
