Then again, some might offer that explicitly for a reduced fee. And among the nightclubs that employ lots of pretty young women to make the customers buy expensive drinks for them (the young women, that is), some of the seedier ones might allow groping (and most probably tolerate it to some degree). But your "stories" were probably about image clubs that specifically recreate a "chikan" setting in a subway - I've seen such a documentary myself. Only I think the service usually goes further. Of course they couldn't show that in a documentary. Gotta maintain the facade of serious journalism.
