I'm more of a laid back person and want to be close to mountains, trees, and rural stuff. There are places in Tokyo that offer that. Personally I'd choose option 3, Kobe (shin kobe area). All the conveniences of a city, but plenty of options for getting away from the city on a hike, bike ride, etc. John W.
