Ambulance fatally runs over outpatient

"An elderly man died Friday after an ambulance ran over his leg while
he was lying outside a Tokyo hospital, police said.
The man, who looked to be about 60 years old, received treatment at
Mejiro Hospital in Tokyo's Shunju-ku Thursday night after he was found
dehydrated on a road in the ward.
After treatment, he remained in the hospital compound and was lying on
his back, when an ambulance transporting a traffic accident victim
arrived there at about 3:30 a.m.
The vehicle ran over the man's left leg and he was immediately
hospitalized, officers said.The man suffered a broken leg and died one
hour later.
"I didn't even notice the man," officers quoted the driver of the
ambulance as saying.The officers questioned him on suspicion of
professional negligence resulting in death. (Mainichi Shimbun, Japan,

Here's the thing the article doesn't clarify. Why in God's name was a
patient in a place where an ambulance (or any vehicle) could run over
him?
