Do the US states maintain overseas offices? Most of the Australian
ones do to a limited extent, e.g. the Agents General in the UK, and
offices in New York, Washington, LA, etc. I don't think there's
any bar to us doing notorial sorts of things when outside the 
country or state. I have witnessed Australian passport renewal
applications (professors are on the list of approved witnesses)
while in the UK.
