Environment head not liable for 9/11 assurances

NEW YORK (Reuters) - The former head of the U.S. Environmental 
Protection Agency cannot be held liable for assurances she gave about 
air safety following the September 11 attacks in New York, a federal 
appeals court ruled on Tuesday.

Christine Todd Whitman led the agency at the time of the attacks and was 
sued by people who lived and worked in lower Manhattan who accused her 
of statements that "falsely represented ... that the air in and around 
lower Manhattan was safe to breathe."

The U.S. Court of Appeals for the Second Circuit found that Whitman was 
faced with conflicting information about dangers posed by the dust and 
that she had passed on assurances that came from the White House.

Wall Street Journal managing editor quits

NEW YORK (Reuters) - The Wall Street Journal's managing editor is 
resigning, Dow Jones & Co Inc said on Tuesday, setting the stage for 
News Corp (NWSa.N: Quote, Profile, Research) chief Rupert Murdoch to 
further consolidate his power in the business paper's newsroom.

Marcus Brauchli, who was named to the top editorial position at the 
paper a year ago, has accepted a position as consultant at News Corp.

Costco CEO says demand rises for rice and flour

NEW YORK (Reuters) - The chief executive officer of Costco Wholesale 
Corp said on Tuesday that the warehouse club operator has seen some 
unusual demand for certain items like rice and flour as customers, 
worried over global food shortages, look to stock up on basic items.

James Sinegal, Costco's chief executive officer, told Reuters in an 
interview that the retailer had seen increased demand in the past week 
and a half, and some of its stores, including certain locations in 
California's Bay Area, had put limits on the sales of these items.

Churches fear Zimbabwe 'genocide'

Church leaders in Zimbabwe have called for international action to 
prevent post-election violence developing into genocidal proportions.

African countries and the UN should intervene to deal with a 
"deteriorating" situation, they said.

The opposition says it won the 29 March presidential poll outright, but 
results are yet to be released.

News Corp. Nears Deal to Buy Newsday

newspaper Newsday to News Corp. for about $580 million, according to 
individuals familiar with the situation.

Final details are being hammered out and a deal could yet fall apart, 
but Tribune and News Corp. have informally agreed on key aspects, 
including the price, structure and governance, these people said

Diplomats: US compromises on nuclear technology exports

VIENNA, Austria (AP) - Facing international opposition, U.S. negotiators 
at a nuclear meeting have dropped their insistence on a ban of uranium 
enrichment technology to non-nuclear states, diplomats said Tuesday.

The compromise, which moves America closer to the positions of other 
nations selling nuclear technology and material, is important because it 
could give ammunition to Iran, which is under U.N. sanctions for defying 
a Security Council demand that it give up its enrichment program.

It also could complicate efforts to put life into a U.S.-Indian deal 
that would allow transfers of sensitive nuclear technology to New Delhi, 
even though it remains outside of the Nuclear Nonproliferation Treaty.

Army veteran charged with passing secrets to Israel in '80s

NEW YORK (AP) - An Army veteran has been charged with slipping 
classified documents about nuclear weapons to an Israeli Consulate 
worker in New York.

The arrest of Ben-ami Kadish is being detailed Tuesday by the U.S. 
attorney in Manhattan and FBI officials.

They allege Kadish committed the crimes from 1979 through 1985 when he 
was a mechanical engineer at an Army research center in Dover, N.J.

Investigators believe Kadish took home secret documents and let the 
Israeli government worker photograph them. Prosecutors say it was the 
same consulate employee who received information from convicted Pentagon 
spy Jonathan Pollard.

Authorities contend the Kadish documents included information about 
nuclear weapons, a modified version of an F-15 fighter jet and the 
Patriot missile defense system.

Suicide car bomber kills 2 US Marines in Iraq, military says

BAGHDAD (AP) - A suicide bomber detonated an explosives-laden car at an 
entry control point to the western town of Ramadi on Tuesday, killing 
two U.S. Marines and wounding three others, the military said.

One civilian was killed and two dozen other residents were wounded in 
the blast. Ramadi is the capital of the former Sunni insurgent 
stronghold of Anbar province, and has been relatively peaceful since 
local tribal leaders joined forces with the U.S. military against 
al-Qaida in Iraq.
