You are so right on this one. However, depending on the nature of the job, 
you need pictures to get a clear idea. Some manuals contain large 
photographic images which will download in no time with a broadband 
connection. I guess that the deadline expires before the guy receives his 
work with a slow connection. And it might not be attractive anymore after 
deducting the high telephone fees.
