I've never understood why despite the best efforts of Milton Friedman et 
al, sepponia still has food stamps. The above is a classic example of 
substitution.

If the lady with the "food stamps EBT card" can't maximise marginal 
utility using it, what is the point in having the card if not to sython 
public funds away from the disadvantaged and redistribute it into the 
pockets of those managing the system? Just transfer money into her 
account instead like normal countries do.
