Average prices are from about 9000 to 16000 for the mid-range ryokans.

One suggestion is Okuda Ryokan in Gion. The tariff is 10,000 yen/head. 
That includes brekkie but not dinner (I prefer to eat out somewhere in 
Pontocho), though they do a great dinner as well.

Its a traditional place - zero gaikokugo spoken and zero understood. Its 
just down the road and a few alleyways from the Ichiriki Ochaya on the 
corner of Shijo-dori and Hanamikoji-dori streets - the teahouse of 
Forty-Seven Ronin fame.
