The old farts seem to be in the way don't they. Wales would probably 
only need a few teams. The Wallabies are selected from only 3 
professional franchises - anything below those 3 is amateur or school rugby.

Ahh but many "clubs" are those of villages and quite small and less than 
err, vigorous. "Sub-District Church left handed golden oldies leagues" 
etc. Not that its purely an English phenomenon. I discovered a club in 
Okazaki a few months back. Initially I was amazed I hadn't heard of them 
earlier. "So how many players do you have", "oh, only 14?, but...", 
"your last game was when?", "well yes the social side of it is important 
I guess" etc
