It is the person who pulled the cord or the woman who squealed who will be seen
as the one who is holding up the schedule, the same reason victims do not
create a scene or witnesses do not get involved under current conditions,
because they just want to get to school, work or home on time in the first
place. Try understanding that.

Whatever such a delay would be, even if police were already waiting on schedule
to go and get the criminal off, it would be MORE delay than passengers and
victim (necessary to file the complaint) bringing the criminal bodily off at
the next stop to turn them in, and allowing the train to continue *on
schedule*, ie, NO delay whatsoever, which already does NOT occur, as you have
personally seen.

Apply that to the rest of the real Japan.
