Ahh. I read Eric's post as urging a more immediate and direct approach - 
ie pull out the good 'ole ass baton and apprehend on the spot, or, if 
the thief/chikan/whatever etc is bigger than you, get the on-the-spot 
police presence to pull out their ass batons instead.

Yes I am aware that some stations have police boxes.
