No, but they can certainly use a telephone or go to a police box to report a
crime, regardless of where it occurs or when, like regular people do. When I
went with that woman last year to report her sexual assault, I was under no
illusion that the police would actually apprehend the criminal. But the police
needed to know.

If one is fortunate enough, there may actually be a police presence or patrol on
that train.
