According to this site, his father Charles Bush Hearn was

I don't think my Kanji appears right so I write it down in ro-maji.

Ummmm...yes, as matter of fact, every gaigin man I've met dislikes
seaweed though. But most of them were Sepponians. The only gaigin I
knew who liked Wakame was Dutch woman.

Wait. I recall a Sepponian guy from Boston was eating Su-konbu(vinegar
konbu)

Don't mind. It's just a satire against Kobe type pseudo-westerners.
Kobe where they produce Kobe beef extremely despise the un-westernized
Tajima region just because they eat kippers all the time. Those pseudo
westerners of Kobe believe like westerners always eat beef so they
imitated western style beef-eating dietary habit to become honorary
whites. Nevertheless, the dietary habits of beef eating had been
already existed in Osaka ever since the Hideyoshi era. Those
Hun-influenced Koreans had already brought such dietary habits into
Osaka as Yakiniku style, not western style. Kobe always try to deny
every Asian or Japanese things so it's funny that the British people
who the silly pseudo-westerners of Kobe adore as westerners even eat
fish as same as Tajima people do.
