確定票数≠有効票数の理由

fixed部分の投票内容を確認していただくとわかりますが、
候補者の誰にも「信任」「不信任」「棄権」を投じていない
もの（投票内容が全くの空白で受理されているもの）が存在します。
受理こそされていますが、そのような票は有効票として意味を成さない為、
集計対象から除外しています。

この除外行為の根拠については、NGMP6.4の2.3節にある
「指定された形式に従っていない投票は無効票とし、集計から除外する。」
が、挙げられます。

投票者への正式結果の発表は、本アナウンス後数日内を予定しています。
