Not on the part of the recipient--it counts as a windfall and is taxed.
Would you believe that one of the lessons in Japanese class actually
came in useful? Soon after I came to Japan the first time, there was a
lot of publicity about someone who had to pay tax at the maximum rate on
ni-oku-en that he happened to find wrapped in a furoshiki in an alley
(nothing was said about what he had been doing in that alley in the
early hours of the morning).
