He may be asking about student loans from the US. I was able to do
that when I was in school here in Japan (I worked for an English
school that went bankrupt with my salary, and flat broke for a while).
This was about 20 years ago, however so things may have changed.

 The schools here didn't know anything about it, so you need to get
the documents in place from the US first if possible, and find a bank
that will write the loan (even though it is). That second part can be
difficult if you are over in Japan and have already cancelled out your
US bank accounts.
