I'd change that to 'shouldn't be' a problem. For starters we don't know
how 'small' his knife actually is; it's all relative. Add to that the
fact that it is Japan, where a police officer with a mind to do so
could easily detain a foreigner for having a pocket knife. I agree
there most likely will not be a problem; but if it's not essential to
survival, I personally suggest not taking the risk, no matter how
small.
