That may not be because you live in Japan, but because your browser
prefers Japanese rather than English due to content-negotiation
feature between the browser and the server.

If you use Internet Explorer (Japanese version):

Click ツール(T) - インターネット オプション(O)... - 言語(L)... 追加
(A)... - 「英語 (アメリカ) [en-us]」 (of course other countries would
be fine), and [OK]. Then, click 「英語 (アメリカ) [en-us]」 from the 
言語(L) list, and 「上へ(U)」. Finished that, your browser prefers
English rather than Japanese. Let's access the website above again,
and you will see the English page and be able to download the English
version.

This operation decides the language order you use. Content-negotiation
feature is widely used if multiple language contents available, such
as http://httpd.apache.org/docs/2.2/ .
